In accordance with section 7 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=4&t=8088&p=145763#p145764), Cildania is a "culturally protected" country. Below is the approved cultural protocol. All players must be abide by this. Throughout the document, the real-life equivalent is shown in brackets next to the in-game name.

--OVERVIEW--

Cildania is a diverse country inspired by Malta, the Maghreb and the wider Mediterranean region. Historically the culture of Cildania was based on a modern interpretation of the Carthaginian Empire and most of the population was Phoenician-speaking. Although this is no longer the case, its culture remains influenced by this history. The majority of the population today is Maltese. Additional inspiration for Cildania's culture and politics is drawn from southern Italy, Libya, Morocco, southern Spain, and Tunisia.
