Article 1 - Tax Incentives and Grants 1.1 The Ministry of Finance shall introduce tax incentives to support the establishment and growth of cooperative and non-profit organizations. Article 2 – Social Economy Centre (Sosialøkonomisk senter) 2.1 The Ministry of Trade and Industry shall establish a cooperative and non-profit development centre (Sosialøkonomisk senter) to provide education, training, and resources to those interested in starting or joining a cooperative or non-profit organization. 2.2 The Ministry of Trade and Industry shall create a national fund administered by the Sosialøkonomisk senter for cooperatives and non-profit organizations which shall provide low-interest loans, grants, and other financial assistance to support their growth. 2.3 The government shall establish a program, administered by the Sosialøkonomisk senter, to support worker cooperatives, including technical assistance and financial assistance to help workers purchase and convert businesses to cooperatives. Article 3 - Government Procurement 3.1 The government shall promote and prioritize, where possible, the procurement of goods and services from cooperatives and non-profit organizations, in order to support their work and promote their values and principles within public services. 3.2 The Sosialøkonomisk senter is mandated to collaborate with government agencies to identify and connect them with cooperative and non-profit organizations that can meet their procurement needs. |
