Sponsor: Dr. Michael Johnston (Axminster—Matsqui) Seconder: Joseph Schutte (Acton Aroura) Preamble Whereas: Provincial governments can best determine healthcare policy that meets the needs of their residents; Provincial governments have long been forced to supplement the federal healthcare system, given its limited capacity; and The federal government would be required to drastically increase taxes or make drastic cuts to other services in order to bring the federal healthcare system to a capacity that would meet the needs of all Hutorians. Therefore, Her Majesty, by and with the advice of the Parliament of Hutori, enacts the following: Right to Healthcare 1.1 The Provinces of Hutori have an obligation to provide free healthcare services to all citizens and permanent residents of Hutori residing within their province. Provincial Healthcare Authority 2.1 Each province shall operate a publicly-funded healthcare system that provides care free of charge. 2.2 Elective procedures that are cosmetic in nature are not included under Subsection 2.1, unless the cosmetic procedure is to repair damage from an injury. Federal Health Funding 3.1 Hutori's federal public healthcare system shall be abolished, and its assets transferred to provincial health authorities. 3.2 The Government of Hutori shall establish the Hutori Health Transfer to provide direct financial assistance to provinces for healthcare services. The fund shall receive funding equal to that of the Hutorian federal public healthcare system in the fiscal year 5403. 3.3 Each province shall receive a transfer calculated on a per capita basis. |
