Be it enacted, this Fifth Legislative Decree of the Kingdom of Rutania, recognising the necessity for a comprehensive reorganisation of the National Security and Intelligence Services:

Be it enacted, under this legislative decree, responsibility for all intelligence and security services shall be merged into a single department, known as the Department of National Security, with the establishment of the Joint Security Services (JSS).

Be it enacted, that the following agencies and services, namely NRSS (National Rutanian Security Service), DRI (Rutanian Directorate of Intelligence), ORCTE (Office for Rutanian Counter-Terrorism and Espionage), NDIU (National Domestic Dissent Intelligence Unit), RTAC (Rutanian Threat Analysis Centre), RCNI (Rutanian Centre for National Infrastructure), RCSA (Rutanian Civil Security Agency), RCHQ (Rutanian Communications Headquarters), and RICO (Rutanian Intelligence Cooperation Organisation), shall be merged to form the Joint Security Service (JSS), responsible for all previous functions of the aforementioned services. The JSS will be considered the fourth branch of Rutania's Armed Forces and will operate in accordance with Rutanian and applicable International law.

Be it enacted, that oversight of the Joint Security Service shall be vested in the Secretary of State for National Security, who shall report directly to the Lord Chancellor on all matters related to National Security. The Secretary of State shall also act as the Principal National Security Advisor and Vice-Chair of the National Security Council.

Be it enacted, that the Department of National Security shall appoint a representative to the Parliamentary Committee for Defence and Intelligence, ensuring their availability to provide updates on national security and intelligence matters.

Be it enacted, that three branches shall be established under the Joint Security Service: C Branch for Counter-Terrorism and Intelligence, I Branch for signals, communications, and digital intelligence, and Q Branch for equipment, research & development, and key protection operations.

Be it enacted, that the Secretary of State for National Security shall serve as the Chairperson of the Joint Security Service. Additional Ministers from the Department of National Security shall work within the JSS.

Be it enacted, that the Joint Security Service shall be led by a Director-General, an Independent/Cross-Bench member of the House of Peers accountable to the Lord Chancellor, Secretary of State for National Security and Parliament. Each JSS department shall have a Deputy Director ranked at OF-9.

Be it enacted, that the ranks within the JSS shall follow basic accepted military structuring of Officers (OF) and Other Ranks (OR), Ranks will range as follows: Director-General (OF-10), Chief Superintendent (OF-9), Superintendent (OF-8), Commander (OF-7), Lieutenant-Commander (OF-6), Major (OF-5), Captain (OF-4), Lieutenant (OF-3), Officer (OF-2), Ensign (OF-1), Warrant officer (OR-9), Sergeant (OR-8), Senior Agent (OR-7), Agent (1st to 5th Class) (OR-6 to 2), and Operative (OR-1).

Be it enacted, that the Department of National Security shall be relocated following the condemnation of Riverside Tower, and a building named the 'Centre for National Security' shall be established in its place, serving as the Hub for all National Security information in the Kingdom of Rutania. Further development shall be conducted on existing National Security infrastructure, such as the Headquarters of RCHQ, to accommodate growth and development.

Be it enacted, that the National Security Secretariat shall be subsumed by the Department of National Security, with the composition of the National Security Council being altered as outlined. that the National Security Council shall not be deemed quorate in the absence of the Lord Chancellor, Lord Steward, Lord Advocate, Secretary of State for Defence, and Secretary of State for National Security. The Secretary of State for National Security shall appoint two Deputy National Security Advisors.

Be it enacted, that other Assistant Deputy National Security Advisors shall be appointed as necessary, each with specific portfolios aimed at ensuring comprehensive coverage of all advice to the council.

Be it enacted, that this legislative decree shall be known as the Reform of the Intelligence and Security Services Act 5410.
