Be it enacted, the Commander-in-Chief of the Armed Forces shall continue to be the Monarch of Rutania. However, henceforth, the Lord Chancellor, who serves as the Head of the Government, shall assume the title of Colonel-in-Chief. This designation grants the Lord Chancellor eligibility for Rank and to wear uniform and issue orders within the Rutanian Armed Forces. Be it enacted, the Secretary of State for Defence shall hold the position of Chief of the General Staff. This legislation establishes a legal requirement for the Secretary of State for Defence to be a current or former service personnel from one of Rutania's four branches. This ensures a deep understanding of military operations and strategy at the highest level of defence leadership. Be it enacted, Ministers of State shall be appointed for each branch of the Armed Forces. These ministers will serve as conduits between the Secretary of State for Defence and the respective branches. Additionally, they shall hold recognized ranks within the standard military structure, further solidifying their connection to the military operations they oversee. Be it enacted, in the case of the Rutanian Joint Security Service (JSS), the provisions set out in previous Legislative Decrees shall remain in force. The JSS shall continue to operate under the established organisational structure and command module, as outlined in prior legislation.
