| This Act shall create the National Housing Authority (NHA) to be under the supervision of the Ministry of Health and Social Services (HHS) The Vice Minister of the NHA shall be appointed by the Minister of HHS and approved by the Congress. The Vice Minister will have the authority to negotiate contracts with private companies on behalf of the NHA and the Ministry of HHS. The NHA will set strict rent caps and housing standards in government housing, with regular audits by the HHS. In private housing, the NHA will be tasked with instituting moderate rent controls to protect tenants from greed and to stabilize the rental market. |
