𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭
For ten years from the passing of this bill, the city of Luthi, located in the province of Nuchtmark, shall adopt a direct democracy system, where eligible residents may actively participate in the governing process through digital mechanisms. The system may cover all issues that can only be handled locally, or issues that the national government has devolved to them.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮
"Eligible residents" are individuals who are legal residents of Luthi and are also legal citizens of Kirlawa. To count as a legal resident, one must either rent or own a primary residential property in Luthi.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟯
The city will granted a meritocratic electoral commission, named the "Luthi Electoral Commission", which will be responsible for the distribution of correct information surrounding elected upon matters, along with the maintenance of a government website which eligible residents may use to vote on matters, propose matters, and learn about what upcoming votes will mean. The website will be given the domain of "luthi-vote.gov.kw", and should have security as an absolute priority. In order to register on the website, eligible residents will have to submit proof of citizenship, proof of residence and proof of identity.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟰
There will be a nine month transition period during which the governance structure of the city is transferred to direct democratic control. All facilities and related services are to be set up during this period.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟱
A comprehensive report is to be conducted at the end of the ten year period in order to determine the potential for further implementation.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟲
At the end of the ten year period, the legislature is to determine whether or not direct democracy is to be implemented permanently.
