Section 1: Establishment of the National Health Institute (NHI) 1.1 The National Health Institute (NHI) is hereby established as an independent public entity under the Ministry of Health. 1.2 The NHI shall be responsible for overseeing and managing the healthcare system in Kalopia. Section 2: Objectives of the National Health Institute (NHI) 2.1 The primary objectives of the NHI are as follows: a. Organize and streamline the healthcare system across Kalopia. b. Upgrade and modernize public hospitals and healthcare facilities. c. Develop and maintain a user-friendly NHI website for online doctor appointments. d. Implement the Health ID system for efficient medical record-keeping and medication prescription. e. Introduce an optional premium service for access to private hospitals Section 3: Upgrading Hospitals 3.1 The NHI shall allocate funds for the renovation and modernization of public hospitals and healthcare facilities. 3.2 The upgrades shall include, but are not limited to: a. modern medical equipment and technology. b. improved patient care facilities. c. enhanced training programs for healthcare professionals. Section 4: NHI Website for Online Appointments 4.1 The NHI shall develop and maintain an official website where citizens can easily make appointments with doctors. 4.2 The website shall include features such as: a. A searchable database of healthcare providers. b. online booking and appointment management. c. Secure access to personal health records and appointment history. Section 5: Introduction of the Health ID 5.1 The Health ID card system is hereby established for all citizens. 5.2 The Health ID card shall serve the following purposes: a. Secure storage of personal health information. b. simplification of the prescription process through integration with healthcare providers' computer systems. c. Facilitation of patient identification and record-keeping. 5.3 Healthcare providers shall be equipped with the necessary technology to read and update Health ID cards. Section 6: Optional Premium Service for Private Hospitals 6.1 Citizens shall have the option to subscribe to a premium healthcare service at a cost of 60 WAN per month. 6.2 Subscribers to the premium service shall have free access to all private hospitals in Kalopia. 6.3 The NHI shall oversee the subscription process and ensure that private hospitals comply with the terms of the premium service. Section 7: Funding and Implementation 7.1 The government shall allocate the necessary funds for the establishment and operation of the NHI, the upgrading of hospitals, and the development of the NHI website and Health ID system. 7.2 The Ministry of Health, in collaboration with the NHI, shall be responsible for the implementation and oversight of this Bill. Section 8: Commencement and Review 8.1 This Bill shall come into effect on the date of its passage. 8.2 The NHI shall submit an annual report to Parliament on the progress and impact of the initiatives outlined in this Bill. 8.3 A comprehensive review of the NHI's performance and the effectiveness of the healthcare system reforms shall be conducted every five years. |
