#### Preamble

We, the people of Mikuni-Hulstria, in our commitment to justice, peace, and unity, establish this Constitution. It is founded on the principles of freedom, democracy, and the equal dignity of all citizens, regardless of ethnicity, belief, or background. This Constitution guarantees the rights and freedoms of the people of Mikuni-Hulstria and sets forth the framework for a government that derives its powers from the consent of the governed.

#### Article 1: Sovereignty of the People
