Following nearly a century of cultural revival efforts within the Penru (alternatively: Draddwyr) community, the revived Penru language from before Alorian colonization has become stronger than ever. The surge in support of Penru Revivalism following the formation and landslide of the New Saenuri Party ensured that the new Royal government would aim to attempt to solidify the cultural and linguistic significance of native Penruism through the structural reform of institutions. The Isageum of Great Bae, perceivably in an effort to strengthen the cohesion of the national culture and to reduce the foreign Alorian-induced influence, gave public support for the cultural revival initiatives.

Penru has officially replaced Draddwyr as the third national language of Great Bae following widespread community adaptation of the revived Penru language. In what many scholars have dubbed one of Terra's most successful language revival movements, approximately 51% of Penru-Draddwyr households reported in the 5475 National Census that they considered Penru as their mother tongue, compared to just 8% of households retaining Alorian Draddwyr proficiency (the remaining 40.7% reported speaking Kyomal, with 0.3% being other. Due to the nature of Baeguk's multiethnic culture, the law does not attempt to record a "primary" language but rather those citizens consider their mother tongue, regardless of proficiency).

Decades of restoration efforts speared by Nga'rin Hokto, the KGB's primary Penru Cultural association, have effectively rebirthed the nation's third largest demographic (accounting for roughly 9% of the national population) into a strong, culturally cohesive and dynamic part of society. In what has been branded by the media as perhaps the greatest change in Baegukese politics since the Kyo Revolution, over the course of nearly a century virtually an entire ethnicity has shifted in character.
