Our fiscal situation is an unacceptable mess, with large-scale borrowing every year to finance government spending that is very excessive relative to actual needs in several departments, with large sums of money consequently being wasted. The reforms outlined in this budget proposal will correct the situation, restore our credit, and spare our children further debt, with a view to balancing the budget without cutting vital public services. At the same time, there is a need to offset the effect the rise in prices due to implementation of the sales tax will have on the poor; for this reason, the government will include a 4.5 billion compensatory package containing increases in social security benefits for those people. |
