AN ACT to codify the Civil Projects Administration (CPA) into the Lodamese Code.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝗜: 𝗘𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁
1. For the purposes of this act, there shall be established within the Department of Infrastructure and Transport, an agency to be known as the Civil Projects Administration (CPA).

2. The CPA shall be headed/administered by an Administrator, to be appointed by the President at their discretion.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝗜𝗜: 𝗣𝗼𝘄𝗲𝗿𝘀 𝗮𝗻𝗱 𝗙𝘂𝗻𝗰𝘁𝗶𝗼𝗻𝘀
1. The CPA shall be empowered to
‎ ‎ ‎ (a) Plan, develop, and implement public infrastructure works that include but are not limited to transportation, energy, water, and environmental infrastructure.
‎ ‎ ‎ (b) Conduct research into innovative modes of enhancing civilian infrastructure within Lodamun via collaborations with both the public and private sectors.
‎ ‎ ‎ (c) Provide financial and technical assistance to state and local authorities for infrastructure projects which align with both its own national development strategy and that of the incumbent administration.
‎ ‎ ‎ (d) Develop and implement a national infrastructure development strategy via collaboration with key stakeholders including state and local governments, the public and private sectors as well as civil society.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝗜𝗜𝗜: 𝗙𝘂𝗻𝗱𝗶𝗻𝗴
1. The CPA shall be authorised to receive funding from budgetary appropriations made available to it from the Department of Infrastructure and Transport.

2. The CPA shall establish transparent and efficient procedures to govern the use of the funds mentioned in (1) above, for the purposes of ensuring value for money.

OOC: this bill simply seeks to formalise what has been a longstanding RP institution in Lodamun.
