Being the Benevolent Totalitarian Party, we do our best to push the government of this nation in a direction that is both (a) totalitarian and (b) benevolent. This bill is part of our benevolent side.

All life means struggle and competition, but what separates a civilized society from a savage one is that the civilized society requires fair play in the struggle of life. Fair play means, among other things, that all competitors must begin at the same starting line, must abide by the same rules and must carry the same standard equipment. These principles can be easily seen in sports. We propose to apply them to our education system, in order to make life a true gentlemen's sport.
