Com estas medidas visamos aumentar a eficiência e a qualidade no exercício dessas funções - algo que o Estado não consegue, por si só, com toda a sua despesa, garantir de modo eficiente - assim como, por acréscimo, se fomenta a criação de um mercado privado a este nível gerador de mais e melhores postos de emprego. |
