This bill shall remain in debate for the duly appointed Oligarchs of the Czár (may he reign forever) to make known their views and opinions, that it may be changed and altered to better suit the needs of the great nation.




Henceforth the all isues concerning the health and medical care of the citizens of Deltársko shall be become subject to the following, at the direction of our beloved Czár, may he reign forever.

In regards to the first article ; The practise of forcing a miscarrying of child is proscribed by the Church and a mortal sin. Any man who goes out to kill life which still sleeps inside the mother shall be put to death, and any man who in anger or in mistake does beat any woman, whether she be his wife, or whether she be not, and causes her to lose life that sleeps inside her, he shall likewise be put to death, and any woman who seeks such an event to be placed on her, or attempts to end life that sleeps within her on her own, shall be taken to a place of public viewing and whipped with a nine-tailed cat no less than one thousand times, and immediately impregnated with the seed of an appointed mate.

In regards to the second article ; Man lying with woman shall be for the sole purpose of creating between them a new life to serve the nation, and any such device which retards the ability of man and woman to bear new life shall be made unavailable to the people, and any person who attempts to make available such a device shall be taken to a place of public viewing and whipped with a nine-tailed cat no less than five hundred times.

In regards to the third article ; Those who have aged or become maimed or blinded or lame live not in happiness for serving their beloved country and Czár, may he reign forever, but instead live in naught but shame and sorrow for their burden on the nation and on their loved ones. In regards to the fifth article ; The fruits of Veles shall be available for consumption, for amongst all classes of the people there are those who breathe the smoke of the green flowers of Veles, and take in their wine a tincture of the blood of Veles which is harvested thus from the poppy. The powders of Veles shall keep to the domain of the apothacary where they shall be administered rightly for the cause of reducing physical discomfort, and the powders of frenzy and madness shall be kept aside solely for the deepening of a thirst for battle in our warriors.

In regards to the sixth article ; It shall be the choice of the local lord as to which sporting events shall be encouraged within his domain, and he alone shall decide whether to maintain such coveted tradesmen as bear trainers and dog trainers and huntsmasters and dwarves fit for tossing o'er a stretch of sand that the distance of their flight may be measured.



In regards to the sale of food and of alcohol and of tobacco, there shall be no prohibitive regulations nor restrictions placed on this sale, and the merchants shall make sale of such items as they deem fit, and shall know full well not to make sale of rotten food or of toxic brandy unto the nobles, for those who do shall be held accountable and may be put to death.

In regards to the privitisation of the field of chirurgeonry and apothacary, it shall remain a private field staffed by the Jewry, and the nobles shall pay coin unto the Jew to recieve such apothacary as needed, and to recieve the setting of bones and the stitching of cuts and the other such requirements they face. Those without coin enough for retaining the service of a Jew may visit the local dedko or babka practised in such arts, where they may have their bad tooth pulled or their boil lanced or be given a nugget of Veles' blood to smoke, or have attendance to other such matters concerning their health, and this village healer may ask in return what is reasonable, be it a few coin or be it a bottle of brandy.

In regards to the legality of the green flowers of Veles to be used to assuage the suffering of the sickly, it shall be most allowable, as there is little reason not to smoke of these herbs when one requires it, as they cause less of the madness borne by Veles' other gifts to humankind.

In regards to the smoking of tobacco, it shall be the choice of the landowner whether he wishes guests to smoke of the plant within his walls, and outside of his house it shall be quite legal for any to smoke, and they shall cast their pipe tappings or the remnants of their rolled tobacco tubes unto the sewer or the gutter as as required, lest they filthy the shoes of others.
