And hence it has become apparant that some amongst us respect not the Czár (may he reign forever), love not the Church, and care not for the Law of our nation. Henceforth, it has fallen apon the Premyslovská Dynastia to issue this emergency ruling, subject to pass only with a majority of two parts in three.

The First Party, which was recently given control over the Autonomous Vojvodstvo of Dissuwa, hath made vile threats against the Czár, may he reign forever, and shown blatant disregard for the Law. It shall be henceforth apparant that the following action must be taken.

I. In regards to the autonomous Vojvodstvo of Dissuwa
- The autonomy will be immediately and indefinately revoked
- The tank and the huskarl shall advance on Dissuwa and remove all vestiges of resistance
- The fiefdoms of Dissuwa shall be divided equally between Dynastia Premyslovská, Dynastia Mojmírovská, Dynastia Antonescovská, and Dynastia Eroberenovská.
- Should a man in Dissuwa raise arms against this rightful action, one score persons of his village or town, be they man, woman or child, shall be selected by the draw of a lottery, and shall be put to death.
- Should two men from a town raise arms, two score shall be selected.
- And so on it shall continue, three score for three men, four score for four, and onwards, and should the whole village be designated to be put unto death, then so be it.

II. In regards to the treacherous Vojovoda Adrian of Dissuwa.
- A petition shall be drafted and sent immediately unto the Pápež, calling for the excommunication of Vojvoda Adrian of Dissuwa.
- Adrian Neesam shall be stripped of land and title, and shall see his domain passed over to those who have kept faith with the Czár, may he reign forever.
- Adrian Neesam shall stand trial for the deeds he is accused of, which stand at hiring illegal workers, illegal business dealings, and should the Pápež see fit to excommunicate him he shall also be tried for failure to register as a member of the Church.
- Adrian Neesam shall face the sentence decided by the court, which may carry a penalty of up to eighteen months of hard labour, or shall walk as a free man should the court find him not guilty of these odious crimes.

III. In regards to the First Party.
- The First Party shall have all liquid assets frozen, and shall be required to turn over all financial transactions and employee records unto the Okhranka's Taxation Division. If financial unorthadoxies are found, the Party will be called to account for it.
- The supporters and members of the First Party shall be continually investigated for signs of personal unorthadoxy, as shall their friends, co-workers, relatives, landlords, employers, employees, teachers, students, and so too anybody else who has had any contact with them whatsoever, at any time within their life. Any such persons who are suspected of unlawful unorthadoxies shall be tried for them.
- The First Party, as an organisation, shall be charged in a lawful manner and called to stand for any such crimes the Okhranka uncover.
- Should the allegations prove true, the First Party will be henceforth outlawed, and forcibly disbanded, and it shall be a crime to associate with the First Party until such law is lifted.

IV. In regards to the Justice Minister Boris Cardai
- A petition shall be drafted and sent immediately unto the Pápež, calling for the excommunication of Boris Cardai
- Boris Cardai shall immediately be stripped of his ministry
- Boris Cardai shall stand trial for the deeds he is accused of, which stand at criminal negligance of duty, aiding and abetting a foreign agent, espionage against the Crown, high treason against the Crown, and should the Pápež see fit to excommunicate him he shall also be tried for failure to register as a member of the Church.
- Boris Cardai shall face the sentence decided by the court, which may carry the death penalty, or shall walk as a free man should the court find him not guilty of these odious crimes.

V. In regards to the Foreign Affairs Minister Sophie Milea
- A petition shall be drafted and sent immediately unto the Pápež, calling for the excommunication of Sophie Milea
- Sophie Milea shall immediately be stripped of her ministry
- Sophie Milea shall stand trial for the deeds she is accused of, which stand at working under illegal pretenses, and should the Pápež see fit to excommunicate her she shall also be tried for failure to register as a member of the Church.
- Sophie Milea shall face the sentence decided by the court, which may carry the penalty of a public flogging of up to twenty lashes with a nine-tailed cat, or shall walk as a free woman should the court find her not guilty of the crime she is accused of.

VI. In regards to the Finance Minister Marina Boroi
- A petition shall be drafted and sent immediately unto the Pápež, calling for the excommunication of Marina Boroi
- Marina Boroi shall immediately be stripped of her ministry
- Marina Boroi shall stand trial for the deeds she is accused of, which stand at working under illegal pretenses, and should the Pápež see fit to excommunicate her she shall also be tried for failure to register as a member of the Church.
- Marina Boroi shall face the sentence decided by the court, which may carry the penalty of a public flogging of up to twenty lashes with a nine-tailed cat, or shall walk as a free woman should the court find her not guilty of the crime she is accused of.

VII. In regards to the Health and Social Services Minister Angela Siperco
- A petition shall be drafted and sent immediately unto the Pápež, calling for the excommunication of Angela Siperco
- Angela Siperco shall immediately be stripped of her ministry
- Angela Siperco shall stand trial for the deeds she is accused of, which stand at working under illegal pretenses, and should the Pápež see fit to excommunicate her she shall also be tried for failure to register as a member of the Church.
- Angela Siperco shall face the sentence decided by the court, which may carry the penalty of a public flogging of up to twenty lashes with a nine-tailed cat, or shall walk as a free woman should the court find her not guilty of the crime she is accused of.

VIII. In regards to the Trade and Industry Minister Alexandra Prodan
- A petition shall be drafted and sent immediately unto the Pápež, calling for the excommunication of Alexandra Prodan
- Alexandra Prodan shall immediately be stripped of her ministry
- Alexandra Prodan shall stand trial for the deeds she is accused of, which stand at working under illegal pretenses, and should the Pápež see fit to excommunicate her she shall also be tried for failure to register as a member of the Church.
- Alexandra Prodan shall face the sentence decided by the court, which may carry the penalty of a public flogging of up to twenty lashes with a nine-tailed cat, or shall walk as a free woman should the court find her not guilty of the crime she is accused of.
