The Kalistan-Terra General Friendship Accord

Preamble:
Given Kalistan's long history of neutrality on international matters, and the abject failure of our recent forray into a conflict that was not of our making, the Free and United Country of Kalistan hereby offers a treaty regime to ALL NATIONS of Terra.

Signatory Statement of Understanding
Signatory states agree that they will offer reciprocal relations with Kalistan on the basis of this treaty and Kalistani Law. In other words, all signatory states agree, by ratifying this treaty, that they shall treat Kalistan exactly as Kalistan treats them, and shall accept reciprocal treatment from Kalistan in return, both in treaty and in law.

Article 1 Neutrality
a) Kalistan will not involve itself in foreign wars unless 100 percent of all seats in the Legislature of the Republic agree to the action.
b) Kalistan will not invoke collective security clauses or pursue collective security actions found in any other international treaty against any of the signatory state.
c) Kalistan will not seek to permanently occupy or annex any territory under the control of signatory governments, nor will we seek to establish military bases outside of our own boarders.
d) Kalistan will not attempt to conquer any other signatory nation.

Article 2: Reciprocal Trade and Laws of the Sea
a) Kalistan will offer free trade, without tariffs or barriers whatsoever to all signatory states, so long as this policy is reciprocated. Otherwise, Kalistan will practice reciprocal trade policies, doing unto others what they do to Kalistan.
b) Kalistan promises not to participate in piracy or smuggling into the ports of signatory states so long as we are not the targets of those practices by signatory States.
c) Kalistan will recognize the exclusive economic zones at sea to the continental shelf. In events where EEZ are shared among contiguous countries, Kalistan will recognize the line perpendicular to the point where the two boarders meet straight out to the continental shelf.

Article 3 Diplomatic recognition
a) Kalistan will recognize all signatory states diplomatically, and will offer to send resident diplomatic Corps to those states.
b) Kalistan will not destabilize any signatory states, by means of subterfuge, espionage, or any other method.
c) Kalistan will maintain a direct line to the governments of all signatory states for back channel communication and will deal fairly and honestly with all signatory states.
d) Kalistan will extend the availability of embassy space in our nation and welcome the diplomatic corps of all signatory states.

Article 4: International Agreements and Conventions
a) Kalistan will respect the conventions of all signatory states.
b) Kalistan will strive to participate, even if it is through token participation in peaceful international activities, sports leagues, festivals, etc.
c) Kalistan will strive to send Kalistani's to signatory nations as goodwill and cultural ambassadors of Kalistan.

Article 5: Cultural and Educational Exchange
a) Each year, Kalistan will grant exceptional students from signatory states scholarships to attend Kalistani Universities for one year as part of an educational exchange.
b) Each year, Kalistan will hold an international cultural exchange fair and welcome signatory states' participation in the demonstration of cultural traditions, like games, folk dances, unique sports and other sorts of activities to the Kalistani people.
c) Every ten years, Kalistan will host an international film festival with entries solicited from across Terra. Awards will go out to the best films presented which represent something about the state which submitted the entry.
d) Kalistan will maintain open boarders with signatory states, imposing as few checks on the identities of arrivals as possible.

Article 6: Regime Convergence
a) Kalistan will strive for convergence of legislation between its government and governments of signatory states for the purpose of facilitating international agreements. No state is under any obligation to actually do so, but this should be seen as a goal.

Article 7: Human Rights
a) Kalistan will recognize the marriages of all signatory states.
b) Kalistan will not practice slavery, nor the traffic of human beings.
c) Kalistan will not torture.
d) Kalistan will not extradite its own citizens, but will promptly return citizens of signatory states who are accused of crimes in Kalistan to stand trial for those crimes, after assurances are given by signatory states that they actually will stand trial.
e) Kalistan will try all Kalistani citizens accused of committing crimes in signatory states, under Kalistani Law, and will seek fair and just restitution to signatory states.

Article 8: Conclusion
Nothing in this treaty shall be seen as locking or contradicting local laws, customs, or constitutions. The aim is, however, to build a community of friendship and understanding between Kalistan and the world, and to seek to draw others to visit our great nation on the understanding that we would also like to visit theirs.
