| This is an agreement between the Governments of The Kundrati Confederation and Hobrazia. Charter: Upon ratification by both nations, this agreement creates The Jildrath-Kiduran Tunnel Authority. The JKTA board will consist of 8 Representatives. Each nation will select 4 Representatives. The initial Chairman of the JKTA will be Peter Williamson, Transport Minister of Hobarzia and will serve a 2 year term upon ratification by both nations. Representatives will select a Chairman by vote for all future Chairman. In case of a tie, the winner will be the person with the most votes who's nationality is not of the same nation as the current Chairman. If there is a tie and the top candidates are from the same nation, a coin toss will determine the winner. The Chairman is the Chief Executive of the JKTA. The Chairman is elected to a 2 year term but a new Chairman election can be called by a majority vote of the Board of Representatives. The JKTA is charged with the task of creating a tunnel under the gulf between the Jildarth Department of The Kundrati Confederation, and the Kiduran Constituency of Hobrazia. The JKTA will be responsible for planning and funding of the project. The JKTA has the authority to seek funding from any public or private source other than that of any government entity in the Nation of Hobrazia. All funds originating from the nation of Hobrazia must be private. The north half of the tunnel is part of the sovereign nation of The Kundrati Confederation. The south half of the tunnel is part of the sovereign nation of Hobrazia. The JKTA is responsible for law enforcement inside the tunnel but can be backed up by the Government of The Kundrati Confederation for the north half, and the Government of Hobrazia in the south half. The tunnel is within the jurisdiction of the JKTA and is not part of any Department or Constituency. The JKTA is an autonomous entity and has full control over the property rights under its jurisdiction. Guidelines for the Board and the Chairman: The tunnel should consist of rail lines and automobile traffic capabilities but is not limited. The tunnel can contain subterranean habitation and businesses. Initial estimates indicate that the tunnel can be completed in less than 20 years and this should be the goal of the JKTA. |
