| Charter of the Council of Independent States The Council of Independent States (CIS), hereby referred to as the CIS, is formed in order to provide for a mutual prosperous, stable and sovereign Terra. The CIS is comprised of several committees, the primary being the Supreme Committee which has a rotating presidency every four years from its members, going by the year of joining. -- Supreme Committee – President of the Supreme Committee -- Administrative Committee – Executive Secretary of the Administrative Committee -- Defense and Security Committee - Chairperson -- Trade, Commerce and Finance Committee - Chairperson -- Economic Development Committee – Chairperson The CIS is funded by 2.5% of Foreign Affairs budgetary appropriations every four years, nations may contribute more but never less than the required 2.5% every four years. CIS Member States are required to provide “mutual aid and security” in times of war or conflict. While CIS Member States do not have to provide military assistance, they are required to provide other support such as financial, economic, aid or other form of “mutual aid and security”. CIS Member States can be suspended by majority vote of the Supreme Committee; the same can be applied for the Presidency of the Supreme Committee. Amendments and changes can be made by the Supreme Committee by 2/3 majority vote of the Supreme Committee. OOC: Further amendments and the Charter will be handled via Google Docs. |
