| Article 1 - Historical Context Section 1 - The Ville de Saints was formerly operated by the Theognosian Church and until the 3878 was the residence of the Arch-Patriarch of the Theognosian Church, following the Second Council of Auroria the Theognosian Church was united with the Selucian Patriarchal Church to form the Aurorian Patriarchal Church; Section 2 - The Ville de Saints became the home to the Patriarch of Canrille, the head of the Patriarchate of Canrille which leads the Aurorian Patriarchal Church in Canrille nations and is recognized as a leading Patriarch of the APC. Article 2 - Administrative Affairs Section 1 - The Ville de Saints as an independent city-state will be lead and governed by the sitting Patriarch of Canrille through whatever methods determined by the Patriarchate of Canrille and the Arch-Patriarch. The Patriarch of Canrille shall be responsible to appoint, determine or otherwise operate the city-state as they see fit; Section 2 - The city-state of Ville de Saints will be responsible for its own affairs but its defense shall be collectively provided for by Kanjor and Rildanor; Section 3 - The city-state of Ville de Saints shall be permitted to operate its own combined defense and security forces known as the Protopatriarch Guard and underneath the leadership of the Captain-General of the Protopatriarch Guard; Section 4 - Kanjor and Rildanor shall provide for the common good of residents of the city-state of Ville de Saints cooperatively; Section 5 - Citizens of Kanjor and Rildanor shall be provided access without restriction to the Ville de Saints. Judicial matters that regard citizens of Kanjor or Rildanor shall be reserved for their respective states, matters related to visitors to the Ville de Saints shall be determined by the city-state of Ville de Saints as they see fit; This treaty is signed by authorized representatives from Kanjor, Rildanor, the Aurorian Patriarchal Church and the Patriarchate of Canrille in the Ville de Saints. Article 3 Conclave (IG) Section 1: Participating players of Kanjor, Rildanor, and any other nation signed to this charter shall designate a player to roll three dies (1-6) to determine the length of rule for the Patriarch 3-18 years. Unless stated by RP legislation, the Patriarch dies upon the end of his term. Section 2: The Patriarch shall be owned by participating players of Kanjor, Rildanor, and any other nation signed to this charter on a rotational basis for the length of the Patriarch's term of office. The player owning the Patriarch may comment on bills of any nation in his capacity as the Patriarch. The player owning the Patriarch may not combine his/her political party with the Patriarch as if they are one entity. Section 3: Should the Patriarch spout obvious heresy, become too politically unpopular, abuse the powers of his office, etc, the participating players may remove the Patriarch by a 2/3rds vote and appoint a new Patriarch on the same rotational basis. It shall be noted in the historical log that the removed Patriarch was struck down by the mighty hand of God and died. Section 4: The Patriarch has the right to excommunicate any political figure if he deems it prudent to do so. The excommunication can be overruled by a 2/3rds vote of participating players. A Patriarch may also revoke a predecessor's excommunication no matter how long ago it was. Section 5: The Patriarch must be a man with a minimum age of 60. Three dies will be rolled to determine his age at the time of the Patriarch election (63-78 years of age). Therefore the maximum age of the Patriarch upon death is 78 +18 year reign (96). |
