Telamonic-Yingdalan Declaration of Friendship

𝗣𝗥𝗘𝗔𝗠𝗕𝗟𝗘

The Government of the Confederation of Telamon, refered on this treaty as Telamon and the Yingdalan Empire, refered here as Yingdala are committed to developing a mutually beneficial friendship and partnership based on genuine friendship, solidarity, multiculturalism, mutual understanding and cooperation. By establishing mutual respect for the cultures and traditions of the two nations, Telamon and Yingdala have agreed to:

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗢𝗡𝗘 – 𝗙𝗥𝗜𝗘𝗡𝗗𝗦𝗛𝗜𝗣 𝗔𝗡𝗗 𝗣𝗘𝗥𝗣𝗘𝗧𝗨𝗔𝗟 𝗔𝗟𝗟𝗜𝗔𝗡𝗖𝗘

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭:
There shall be peace, friendship and cooperation between Telamon and Yingdala

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮:
To maintain the bonds of friendship between the two countries, the respective governments must cooperate closely with each other on issues of national interest. None of the respective countries will use their territory for activities harmful to national security and national interests.

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗧𝗪𝗢 – 𝗧𝗘𝗟𝗔𝗠𝗢𝗡𝗜𝗖-𝗬𝗜𝗡𝗚𝗗𝗔𝗟𝗔𝗡 𝗟𝗘𝗔𝗚𝗨𝗘 𝗙𝗢𝗥 𝗙𝗥𝗜𝗘𝗡𝗗𝗦𝗛𝗜𝗣, 𝗔𝗟𝗟𝗜𝗔𝗡𝗖𝗘 𝗔𝗡𝗗 𝗜𝗡𝗖𝗟𝗨𝗦𝗜𝗢𝗡

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟯:
There shall be established a binational council, known as the Telamonic-Yingdalan League for Friendship, Alliance and Inclusion, with the following objectives:
(a) to work closely in finding new avenues for strengthening cultural and commercial integration between the two countries;
(b) to provide recommendations to both countries concerning possible policies designed to strengthen the binational relationship
(d) to meet regularly to discuss issues relating to either country's national interests;
(e) to undertake any other efforts to strengthen the binational relationship deemed appropriate by both countries.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟰:
(a) The Telamonic-Yingdalan League for Friendship, Alliance and Inclusion should be composed of 14 members, with each country appointing 7 members according to domestic regulations. At least one member of the council must be from the government of the council countries.
(b) League members must elect a Chairperson and two Vice-Chairpersons. The League Chairperson is responsible for the funds and operations of the League.

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗧𝗛𝗥𝗘𝗘 – 𝗘𝗖𝗢𝗡𝗢𝗠𝗜𝗖 𝗖𝗢𝗢𝗣𝗘𝗥𝗔𝗧𝗜𝗢𝗡

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟱:
The Governments of Telamon and Yingdala will cooperate for productive and social investment.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟲:
The credits will be executed under the coordination of development and domestic investment institutions of Telamon and thus Yingdala, will require that both nations open an account in such institutions and comply with the minimum requirements.
(a) The international aid agreements will be carried out by the Ministry of Foreign Affairs or the body that both governments designate.
(b) The Government of Telamon will commit not to seize, freeze, confiscate or close accounts of the Government of Yingdala and vice-versa.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟳:
Telamon is obligated to inform the Government of Yingdala about the account of individuals, organisations or companies from this country in domestic banks. This information will be automatic and will not require further paperwork (and vice versa).

𝐀𝐫𝐭𝐢𝐜𝐥𝐞 𝟖:
Both countries agree not to expropriate, close, liquidate transnational companies (based in the other signatory country) for a minimum of 20 years since the original investment, or expansion about 15% and to avoid these practices with these companies.

𝐀𝐫𝐭𝐢𝐜𝐥𝐞 𝟗:
For the resolution of any disputes between companies and the host countries, the signatory nations accept to recognise to the investors the right:
(a) to demand and carry out friendly consultations between the parties.
(b) to apply to the judiciary of the host nations if the friendly consultations failed.
(c) to submit to international arbitration the dispute after 18 months from the beginning of the dispute process.

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗙𝗢𝗨𝗥 – 𝗠𝗨𝗧𝗨𝗔𝗟 𝗗𝗘𝗙𝗘𝗡𝗖𝗘

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟬:
A state of non-aggression shall exist between Telamon and Yingdala and both countries pledge to not attack one another by military, economic, or any other means.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟭:
If one party is attacked by a foreign power by any means, the other party must come to the attacked party's defense.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟮:
The armed forces of Telamon and Yingdala shall conduct joint exercises on a year basis to enhance training and interoperability, alternating locations between Telamon (Makon) and Yingdala (Seleya/Dovani).

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟯:
Telamon and Yingdala shall share intelligence.

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗙𝗜𝗩𝗘 – 𝗖𝗢𝗢𝗣𝗘𝗥𝗔𝗧𝗜𝗢𝗡 𝗢𝗡 𝗗𝗘𝗩𝗘𝗟𝗢𝗣𝗠𝗘𝗡𝗧 𝗔𝗡𝗗 𝗔𝗜𝗗

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟰:
Both countries pledge all possible support and help to the other in the event of a natural disaster or humanitarian crisis

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟱:
Both countries are open to work together in sending aid to less developed countries and shall explore different possible projects in coordination with different countries.

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗦𝗜𝗫 – 𝗔𝗖𝗔𝗗𝗘𝗠𝗜𝗖, 𝗦𝗖𝗜𝗘𝗡𝗧𝗜𝗙𝗜𝗖 𝗔𝗡𝗗 𝗖𝗨𝗟𝗧𝗨𝗥𝗔𝗟 𝗖𝗢𝗢𝗣𝗘𝗥𝗔𝗧𝗜𝗢𝗡

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟲:
The Embassies and Consulates of both countries will organize cultural learning days of their respective nations.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟳:
Both countries have an exchange programme, in which students and researchers from both of the nations can gain experience by living for a period of time in the other country.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟴:
Telamon will commit to providing grants for exchange university students of Yingdala, promoting Masters, doctorates, internships, practical experiences and training within universities, laboratories and domestic institutes (and vice-versa).

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟭𝟵:
The country will commit to promoting science and research, through the Telamonic-Yingdalan Association for Science and Research (transnational agency of science and technology), affiliating and sponsoring local research centers of both Telamon and Yingdala, generating projects in common, exchanges of bibliographic-didactic material and research works between both.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮𝟬:
Both countries will not discriminate in any way the admission of students on the basis of origin as it pertains to Yingdala and Telamon nationals and shall regard applicants to academic and vocational institutions the same as domestic applicants.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮𝟭:
Both countries will not impose taxes on products and goods of a cultural or artistic nature according to the recommendations of the Telamonic-Yingdalan League for Friendship, Alliance and Inclusion. Additionally there will be no taxes on tickets for live performances of both countries, such as musicals, operas, plays, etc., any other event from these countries are acceptable in both countries and will follow the provisions of this article, as recommended by the Telamonic-Yingdalan League for Friendship, Alliance and Inclusion.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮𝟮:
Both countries encourage their nationals to:
a) the study of the languages, literature, culture, and heritage of each other’s country, and;
(b) the development of cultural relations between their countries, including the exchange of study and lecture visits by specialists in relevant areas, and;
(c) the cooperation between museums, galleries, art centers, schools of art, artistic ateliers, and other artistic vocational institutions, and;
(d) cooperation in the field of literature and between libraries, including for the exchange and translation of books and other publications, and;
(E) cooperation in the fields of press and publication, new media, broadcasting, film and television, and;
(f) youth exchanges and cooperation between youth organizations, and;
(g) contacts and cooperation between sporting organizations of the two countries, and;
(h) the development of tourism and ecotourism between the two countries, and;
(i) the sharing of experience and the exchange of information in the fields of arts, culture, and cultural heritage, and;
(j) any other forms of related cooperation as may be acceptable to both countries, and recommended by the Telamonic-Yingdalan League for Friendship, Alliance and Inclusion

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗦𝗘𝗩𝗘𝗡 – 𝗙𝗥𝗘𝗘𝗗𝗢𝗠 𝗢𝗙 𝗠𝗢𝗩𝗘𝗠𝗘𝗡𝗧

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮𝟯:
Nationals of both countries can enter both Telamon and Yingdala without a visa. Additionally, workers from both countries are protected from any discrimination with respect to their employment. Discrimination between workers of the two countries must be completely abolished due to the friendship established between the two countries.

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮𝟰:
Both countries shall endeavor to establish low-cost transportation options between the two territories, with the long-term, ideal goal of eventually making all transport between the two territories as cheap as possible for citizens of the signatory states.

𝗖𝗛𝗔𝗣𝗧𝗘𝗥 𝗘𝗜𝗚𝗛𝗧 – 𝗪𝗜𝗧𝗛𝗗𝗥𝗔𝗪𝗔𝗟 𝗣𝗥𝗢𝗖𝗘𝗗𝗨𝗥𝗘

𝗔𝗿𝘁𝗶𝗰𝗹𝗲 𝟮𝟱:
Both countries can withdraw from the declaration if they wish. In case one of the countries withdraws, the withdrawal must be approved by the legislature of one of the two countries (Þing Samfylkingarinnar and the National Congress). The officialization of the withdrawal will last a period of 12 to 15 months depending on the laws of the country that has withdrawn.
