                                 ARTICLE 1
                              Establishment of the Pact
By this agreement, the signatory nations establish the Sangon Pact or the Sangon Agreement on Security Cooperation, herein referred to in this document as “the agreement” or “the pact”.

                                 ARTICLE 2
                                 Membership
Membership in the agreement shall be open to the nations of the seleyan continent which includes:-
 a). Aldegar
 b). Alduria
 c). Baltusia
 d). Gaduridos
 e). Kalistan
 f). Kanjor
 g). Keymon
 h). Likatonia
 i). Lodamun
 j). Mordusia
 k). Rildanor
 l). Saridan
 m). Tukarali
 n). Valruzia

                                 ARTICLE 3
                             Purpose and Function of the Pact
The purpose and function of the agreement and the pact which evolves therein shall be to promote cooperation among member states in areas related to national security and national defence including immigration and border control, maritime policing, counter-terrorism, the interdiction of trans-border/transnational smuggling of weapons, narcotics and persons, customs and excise control, coordinating domestic security policies and encouraging the exchange of experiences, techniques and knowledge in the areas of national defence.

                                 ARTICLE 4
                               Council of Ministers
 1). Pursuant to this agreement, there shall be a “Council of Ministers” comprising of the Ministers for Defence and Domestic Security of the member states or any such representative as appointed by the Head of State/Head of Government of member states.
 2). The Council of Ministers shall be the supreme decision-making body of the pact and shall have control over its general organisation and direction.
 3). The Council of Ministers shall meet on a basis as determined by the membership of the agreement.
 4). The chairmanship of the Council of Ministers shall rotate between the signatory nations in alphabetical order for a period not exceeding 10 years.
 5). Agreements, communique and directions from the Council of Ministers to any subordinate organisation/structure shall be approved via two-thirds (⅔) of the membership of the agreement.

                                 ARTICLE 5
                                The Secretariat
 1). There shall be a Secretary to the agreement, who through the office of the Secretariat, shall act as the principal administrative officer of the pact, responsible for the general administration of the agreement.
 2). The secretary shall be a technocrat, appointed by the Council of Ministers, hailing from any signatory nation within the agreement, with experience in management, procurement, coordination and/or national security.
 3). There shall be a Regional Coordinator whose duties shall include:
      a). To coordinate the operations of the pact
      b). To facilitate cooperation among the parties in achieving the objectives of operations commenced/determined by the Council of Ministers
      c). To arrange and manage the meetings/assemblies of the members of the pact.

                                 ARTICLE 6
                               Operations and Training
 1). For the purpose of this agreement,
      a). The signatory nations shall agree to recognise and respect the command structures of the armed forces of the signatory nations
      b). There shall be a joint planning and coordinating committee, chaired by the Regional Coordinator and comprising of the commanders/representatives of the domestic security and national defence networks of the signatory nations.
      c). Training between units of the signatory nations shall be agreed upon by the signatory nations and coordinated via the Regional Coordinator.

                                 ARTICLE 7
                               Intelligence Sharing
The signatory nations agree to share intelligence and other information related to the purpose and objectives of the agreement with other signatory nations in a manner which does not compromise the domestic security environment of either the sending or receiving nation.


Amendments to the treaty will be made exclusively by the Council of Ministers and shall require 2/3 majority vote of all active (not suspended) "member states".
