| This Treaty and its set of Provisos, officially known as the Beiker Agreement, short for Beiteynuese - Keris Partnership Agreement, or henceforth referred to as the "Partnership", was created to solidify Beiteynuese and Keris relations on matters of diplomacy, intelligence, education, culture, trade and other mutually beneficial partnership initiatives in the public and private sectors. Signatory nations recognised by this Partnership from the continent of Keris, henceforth referred to as "Partners", are as follows: - Trigunia - New Endralon & Kizenia - Dolgava - Egelion By ratification, Beiteynu and the Partners agree to adhere and abide by the Provisos defined under the following Sections: --------------- SECTION 1 INTRODUCTION 1.01. UNDERSTAND that this Partnership can be extended with additional agreements 1.02. RECOGNISE the alliance between Beiteynu and Trigunia and the latter's mediating effect in the continent of Keris AND UNDERSTAND that the Provisos of this Partnership pertaining to Trigunia are only applicable if the Beiteynuese - Trigunian Alliance Agreement also remains in effect AND http://classic.particracy.net/viewtreaty.php?treatyid=5058 AGREE to resolve any issues pertaining to this Partnership via the mediation of Trigunia 1.03. RECOGNISE that a termination of this Partnership without prior notification of Beiteynu will not constitute a termination AND UNDERSTAND that a termination of this Partnership requires a substantial amount of time, effort and coordination to complete properly AND AGREE to notify Beiteynu of termination a minimum of 4 years prior to the desired termination date --------------- SECTION 2 DIPLOMACY 2.01 RECOGNISE the need for constant communication and diplomatic non-aggressive resolutions within the Partnership AND UNDERSTAND that each nation is sovereign from each other and shall respect each other to the maximum extend AND AGREE to allow and maintain embassies and consulates, providing the necessary protection of diplomats 2.02. AGREE to allow travel between the Partners and Beiteynu without the need for an international passport 2.03. AGREE to automatically grant 90-day visas to citizens of the Partners and Beiteynu 2.04. AGREE to grant work and student visas with a cursory security check to citizens of the Partners and Beiteynu 2.05. AGREE to extradite citizens between the Partners and Beiteynu 2.06. RECOGNISE Trigunia as the intermediator of affairs in the continent of Keris AND AGREE to consult with Trigunia on all affairs related to Keris 2.07. AGREE to remain neutral in cases of conflict and disputes with other nations unless agreed upon them mutually 2.08. AGREE to provide at the minimum humanitarian aid in cases of conflict --------------- SECTION 3 INTELLIGENCE 3.01. RECOGNISE the need and potentials of intelligence towards the pursuit of mutual interests AND AGREE to allow intelligence agencies between them to cooperate via the mutual and shared exchange of information and operations 3.02. AGREE to coordinate intelligence operations in Keris by the leadership and direction of Trigunia --------------- SECTION 4 EDUCATION & CULTURE 4.01. AGREE to work towards joint partnerships, grants, scholarships and research and development programs 4.02. AGREE to create joint knowledge and expertise forces for the betterment of their educational systems 4.03. AGREE to allow, support and maintain Beiteynuese funded Yeudi Heritage Centers --------------- SECTION 5 TRADE & COMMERCE 5.01. AGREE to impose no tariffs whatsoever on products and services exchanged between them 5.02. RECOGNISE that the quotas presented below might not be applicable and/or possible upon ratification of this Partnership AND UNDERSTAND that they have to work towards meeting these quotas at the earliest possible AND AGREE to grant a preference to exports from Beiteynu to the Partners of a minimum of 15B LOD per year AND AGREE to grant a preference to exports from the Partners to Beiteynu of a minimum of 5B LOD per year 5.03. AGREE to prefer exports from Beiteynu on shipping, financial, travel and government services 5.04. AGREE to allow, support and enable investments from Beiteynu on the residential, commercial and industrial sectors of the Partners 5.05.
