Old value:: The state encourages and funds private efforts towards the protection of cultural and historical heritage.
Current: The state actively protects scenery, localities, cultural, and historical sites; it maintains an agency to preserve them untouched if public interest so requires.
Proposed: This matter is left up to the local governments.

| Message | Before the SSP attempts to change Article 4 after the upcoming elections, we would like them to consider that the alternative to nuclear power is fossil fuels. While Terra may not yet suffer the global warming that other worlds do, Terra certainly would eventually with overuse of fossil fuels, and fossil fuels undoubtedly contribute to pollution. |
