| Fellow parties of the Republic, DISASTER has struck our nations capitol of Arx. 5 SEPARATE BOMBINGS rocked the city at 6:32 A.M. this morning, detonating in APARTMENT COMPLEXES, HOTELS, and the offices of THE WANTUNI PATRIOT. This SAVAGE AND HEINOUS act has left HUNDREDS dead and over 2,000 INJURED, some critically, and the tragedy clearly bears the mark of a TERRORIST ATTACK of such calculation and coordination it could only be that of a highly trained, highly motivated, and highly enabled group. While no such group has yet claimed responsibility, we must take EVERY PRECAUTION to guard against this new and DANGEROUS landscape we are confronted with. It is our SOLEMN RESPONSIBILITY as servants of the REPUBLIC and the WANTUNI PEOPLE to ennact the following RESOLUTION to ensure continuing SAFETY AND SECURITY: BEGIN =====RESOLUTION 001 of the CONCLAVE OF THE INDEPENDENT WANTUNI REPUBLIC===== ––––– DECLARATION of a STATE OF CRISIS and NATIONAL EMERGENCY––––––– WHEREAS recent terrorist activity in the capitol of ARX has resulted in the substantial loss of life and panic among the citizenry of the Republic, WHEREAS the Conclave of the Republic must take the necessary steps to safeguard the public against future terrorist attacks and grant the necessary powers to eliminate the threats to the Republic, THEREFORE, BE IT RESOLVED that the following DECLARATION BE ENACTED, introduced in the month of MARCH of the year MMCCCLXIII of the ORTHODOX WANTUNI CALENDAR and effective upon its PASSAGE until FURTHER ACTION BY THE CONCLAVE: -----------------------------------------------TEXT OF THE RESOLUTION----------------------------------------------- ARTICLE 1 a. The MINISTRIES OF DEFENSE, JUSTICE, INTERNAL AFFAIRS, and FOREIGN AFFAIRS shall be placed under a unified DEPARTMENT OF PUBLIC SAFETY (henceforth referred to as the DPS in this resolution). 1. The DPS shall be headed by a committee of 5 individuals appointed by a majority vote of the major parties of the REPUBLIC. 2. The DPS shall be tasked with coordinating the counterterrorism efforts and programs to ensure the integrity and security of the IRW in MINISTRIES under its jurisdiction. b. All MINISTRIES will have the authority, under the oversight of the HEAD OF GOVERNMENT and the LEGISLATURE, to create AD HOC SUB-COMMITTEES. 1. These AD HOC SUB-COMMITTEES will be tasked with the execution of various programs and operations to eliminate threats to the IRW 2. The creation of any AD HOC SUB-COMMITTEE must be approved by the majority of the CONCLAVE. ARTICLE 2 a. The following policies will be hereby enacted: 1. A mandatory national curfew will be implemented from 10:00 PM to 7:00 AM. 2. The rights of HABEAS CORPUS and TRIAL BY JURY are hereby rescinded for arrested individuals deemed particularly dangerous by a FEDERAL JUDGE until further action by the CONCLAVE. 3. All means of information distribution, including but not limited to television stations, radio stations, newsmagazines, newspapers, and public and private weblogs, shall be subject to discretionary governmental oversight ARTICLE 3: 1. EMERGENCY SUPPLEMENTAL APPROPRIATION a. The CONCLAVE shall appropriate 7.5 billion WAN to the DPS to fund its various operations for the coming fiscal year. i. The CONCLAVE shall henceforth appropriate funding as required by the DPS in the annual budget, not in the form of ad hoc emergency supplemental appropriations. ARTICLE 4: 1. This RESOLUTION may be rescinded by the CONCLAVE through a TERMINATION of the STATE OF CRISIS and NATIONAL EMERGENCY, which shall require a 2/3 majority for passage to ensure a strong consensus among parties. 2.
