Whereas, We wish to allow child labor with additional restrictions, but

Whereas, We feel current restrictions are not protective enough, particularly in that they exempt very small businesses, who presumably can require all from their child laborers that they can from adults, and

Whereas, We believe old law had too few restrictions on employment during the school year, as we do not wish to interefere with school as the main focus of children, and

Whereas, We realize that child actors may be needed of any age but require strict restrictions, and

Whereas, We wish to raise slightly, from 10 to 11, the minimum age for any other employment,

We hereby propose to modify these restrictions.

The following restrictions shall apply, should this bill pass:

1) No One under the age of 11 may be to be employed, outside of child actors in the entertainment industry. Within the entertainment industry, a group of former child actors, one chosen by each party with at least one Convocation seat, shall make restrictions on the employment of child actors, which for those 15 and under may not be any less stringent for any age group than that which this bill proposes for between 11 and 15 except that working hours for child actors may be up to 16 hours per week during the school year if a tutor is on the set to aid with schoolwork, but will allow for some employment of child actors of all ages.

2) Those between the ages of 11 and 15 shall be allowed to work no more than 8 hours a week during the school year, and 16 hours per week during the summer break; and only in positions defined as light, non-hazardous occupations.

3) Those minors older than 15 shall be allowed to work no more than 16 hours per week during the school year and no more than 36 hours per week during the summer break; and only in positions defined as light, non-hazardous occupations.

During summer break minors older than 15 may be offered overtime that would bring their total hours as high as 48 for any given week; but the employee must be paid double for all overtime work, may not be required to work overtime nor punished in any way for declining to work overtime, and may not work overtime in consecutive weeks.

Note that no children are required to work under any circumstances. How much do the ConLibs and others feel is satisfactory?

As of current law, paper routes, etc., are forbidden. That needs to change.

MessageWe just lowered to 8 the number of hours someone 11-15 can work during the school year.

For 16-17 year olds, conventional amounts of work hours are in the bill. 11-15 year olds, at their option, can work 16 hours/week (also down from 20) in the summer. Remember, they can't be forced to take the job, and as long as the current system holds with all families receiving Child Benefit, it should never be forced.

For 16-17 year olds, they are almost adults, so our primary concern is limiting their hours during the school year. However, we limit them to less than full time even in the summer (36 hours/week) except for overtime for which they must be paid double, cannot be forced to work, and cannot work any two consecutive weeks.
