Limiting alcohol consumption to adults creates an adult population not used to the effects of alcohol. Responsible drinking begins with permitting consumption while a citizen is still with their guardians, or responsible adults. Thus we suggest changing sale and consumption laws to permit those under 21 to learn to drink responsibly.
To help balance this change we propose strengthening the laws against unruly public drunkenness, operating machinery while inebriated as well as attending public schools in an altered state.
