This bill is to make the National Budget balanced every year. This means that at the end of every year if there is a budget defict. Then the country will have to take money out of the surplus and make it balanced. There will be now tax increase if there is a defict projected for the following year. If there is a surplus that all the money goes into the saving of our great country. |

Message | This bill poses substantial problems. Firstly, during war-time, it may be necessary to run deficits for a short period of time. Secondly, in an economic downturn - which would reduce government revenues - this bill would force the government to reduce spending or raise taxes - worsening the recession. The imperialist party opposes this measure. |
