Whereas, There are repeated calls, which have mercifully for Likatonian consumers so far failed, to allow retail energy companies, including monopolies in any one area, to exist and do whatever they please, including using monopoly power to drive out competitors and then gouge their customers, and

Whereas, We would like to blunt the appeal of this even to those who might prefer private ownership of electric utilities, recognizing that as long as the state owns the power grid and generates some power monopolies can be minimized, but

Whereas, We recognize that something as important and necessary as energy MUST be regulated to make sure that no private utility may use monopoly power to gouge its customers,

We present the proposal to allow *regulated* private companies to deliver energy, regulated both to prevent gouging and to ensure competition. This actually was part of our party's original proposal many years ago, to combine publicly generated electricity with private, but regulated, sale of such.
