Description[?]:

These programs are designed to limit the injustices of the court system and protect the individual at the same time. Often times, crimes go for appeal over and over again until the criminal gets out of jail because a judge does not think that he belongs there. Artical One makes it so that a person can only get request for an appeal from the Minister of Justice.

Artical II- Doesn't make much sense for local governments to impose a curfew and not the national government

Artical III- It is tough for a prisoner to come out of prison and have no money or job. So earning money in jail will help him be able to keep afloat as he accumulates money from his real job.
