Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

In order to make the Government more accountable to the people and the Imperial Chamber, whilst also maintaining the ability to operate in a strong and unified fashion, the following changes will be enacted.

1. Each Party duelly elected to represent the people in the Imperial Chamber will be allowed to propose a coalition for Government.

2. The removal of powers from the Head of State to a split Head of State/Head of Government with distinct duties.
The Head of State will be a semi-ceremonial position. It will accept legislation passed by the Imperial Chamber and provide a figurehead for the Country.
The Head of Government will run the day-to-day operation of Government and chair the cabinet.

3. The electoral terms will be reduced from 4 years (48 months) to 3 years (36 months) in order to allow the people more direct control of public policy.

MessagePlacing power solely in the legislature is extremely dangerous, as individual freedoms can be whisked away on a vote quite easily. Power vested in the executive puts a check and balance on the legislature to ensure against excesses.

MessageBut the situation we have at present is that the executive is too powerful, and all that power rests on one person. What this bill does is spread that power out whilst also allowing for the people, for whom that power should be wielded, are able to effect outcomes quicker.
