My good sirs, our need for eternal vigilance dictates that we ought to construct a network of underground shelters, in case of a nuclear or other attack. If we fail to do so, we are opening ourselves up to a surprise attack from our enemies - one that could involve nuclear weapons. This way, we can radically reduce the number of casualties in the case of an attack - saving up enough people to at least launch a strong counter-attack. This fact will serve as a deterrent to our enemies. Furthermore, this network may prove helpful in times of civil unrest or natural disaster. |

Message | That is the trouble with nuclear war though, it does not require frequency to be deadly. The only way to ensure that we will continue to be free from attacks, is to construct the appropriate defences. I should add that, secure in our defences, we will be better able to extract demands from other nations, because they would know they could never defeat us. |
