The law in place says that the citizens may only carry certain types of weapons, but they may be carried anywhere, this will make it so there are restrictions to where they are carried.

This will also change it so that weapons must be carried openly.

MessageWhile it's smart from a police stance to restrict certain weapons an not allow regular people say own their own battletank (self-protection only reasonably goes so far), but restricting where they can have guns and how they carry guns definately does hinder people's self-protection.
