Purpose: Whereas marriage is a private matter and, more importantly, a personal choice:

Article 1: All previous national laws defining and prohibiting marriage and civil unions under law are hereby repealed;

Article 2: Under national law, all state-sponsored "marriage" licenses and certificates will become "civil union" licenses, certificates and records;

Article 3: All previously-issued "marriage" licenses, certificates and records will be recognized and treated the same as a new "civil union" license, certificate or record;

Article 4: For the purposes of definition, "marriage" is a private, ceremonial affair that the state has no business playing a role therewithin. "Civil unions" on the other hand give couples, regardless of sexual orientation or previous marital status, partner-benefit rights under an equal, legal, public framework;

Article 5: Under national law, the national government cannot restrict two (2) human individuals from obtaining a civil union license and/or certificate, so long as: a) They are not already currently married/civil unionized; b) Are citizens; and c) Are not blood-related.

Article 6: Under national law, no private institutions will be required to "marry" or "civil union" any couple they do not wish to;

Article 7: Under national law, public institutions who are entrusted the previous duty of "marrying" and new duty of "civil unioning", like Justices of the Peace, are prohibited from not "unioning" a couple except in cases mentioned in Article 3.

Article 8: Under national law, public and private employers and insurers with partner benefits and family-leave time, and all public and private institutions (like hospitals and courts) utilizing next-of-kin status, must accept new "civil union" licenses, certificates and records the same as the older "marriage" licenses;

Article 9: Upon passage, this bill will take immediate effect.

MessageWe are voting no, because we believe some sort of oversight is necesary, to protect young girls from being forced in to marrieges, to prevent faily members marrying each other, which is a health risk to any children that might be born from such a wedlock.

MessageCurrently all the law requires is that all partys of the civil marriage contract are consenting and have full contractual capability. To lift these restrictions and refuse to define anything of the content of this contract would open up the possibility of slavery even from the day of birth.
