Since the previous bill didn't succeed, but there was a flicker of hope for compromise, this bill has been revived. The first part is kept as was the previous bill, but the legislature resolution has been cleaned up and changed slightly.

This bill shall begin with two pieces of legislation. The first piece deals with quotas on immigration. While no one debates the greatness of a melting pot within this country or how great it is that this country gives a welcoming hand to those in need that have been born in unfortunate circumstances far away, in order to protect our home industries and our citizens from unemployment, it is absolutely necesary to put quotas on the number of people who go into this country. The quotas shall neither be too restrictive or too lenient. That way, our interests of economic prosperity, cultural exchange, and giving helping hands are balanced. As for the second piece of legislation, that piece deals with imports on trade. The move is obviously not radical, but it gives a message that we reserve the right to tax imports. This part of the measure shall give us economic sovereignty, and it won't even affect those nations who we already conduct mutual free trade with. The Party of Moderates sees this bill as an important resolution and a way of securing home industries. We believe that it shall also help to decrease our unacceptably high unemployment rate, ranging from about 8-10% based on which region you are located in.

Legislature Resolution:

Article 1: The official quota for immigration shall be 1% of the total population of Aldegar.

Article 2: All immigrants in the state illegally that are found that are put into integration centers shall count towards the immigration quota.

Article 3: Immigrants in the state found illegally that surpass the maximum quota shall be temporarily expelled and shall be able allowed to return when following the same rules as any other potential immigrant upon the beginning of a new year and refreshed quota.

Messagei don't speak english, it's difficult for me to explain. We can vote only article 2 of this bill. We are internationaist, we think that everyone has to stay in Aldegar with no quotas.

MessageThe TCP agrees 100% with Articles 1 and 3, but is still partially undecided on Article 2. Whilst tarrifs will help to optimize the success of our nationial industries, they also effectively reduce international competition in our markets - global competition can be very useful in stimulating our economy, and in this interest, to impose tarrifs would be to punish contenders in the market.
That having been said, the TCP is undecided on Article 2 - there is quite an even devide within the party between the nationalists and the internationalists. The TCP will still support this bill, because the party supports the other two articles entirely, but the TCP will debate further over Article 2 and may suggest an alteration to Article 2 at a later time.

MessageThe official quota shall be one percent? And in the legislation we have stated that quotas are based on the applicant's qualifications? Is this not conflicting?

Article three is acceptable, but hardly. We will support it if article one is removed. And if the TCP wants no quotas on imports and exports, we are happy to agree.

MessageIt seems that the PM has misinterpreted the policy in article 2. We shall change it to something more appropriate.

As for article 3, we are very willing to remove it if article 1 is supported.

MessageThe new article three must be removed, we propose a legislative description capping refugees to a certain number.

We will pretend article one is proactive and the searches are conducted in hopes to be able to find more people in need. We can support this if some assurance is given by the PM.

MessageIf we can gain an overall cap on immigration to avoid all the more negative effects of mass immigration, we can remove article 3. As for the SD's question, yes, the searches and subsequent trips to integration centers shall help more people in need.

MessageSupported by the SD. We of course opt for a higher quota, but we also believe that after a certain period the immigrants will gain citizenship and therefore the quota won't be such a high problem anymore.
