Whereas, we've tried to reach consensus on gambling before but never really quite managed it; Whereas, different states in the Federation very clearly have different views on the matter (Delvar may wish to ban it; Bozarland may wish to regulate it; maybe Kragusrov wants to turn into a gambling haven) Whereas, the Federal Government has other pressing issues rather than regulating gambling, but regulation is perhaps required; Therefore, we propose this Act. |
