Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

An invitation for the head of one of the Nine Houses who have a right to ascend the throne to do so. If the bill is passed, the College of Heralds will release the name of the rightful Emperor immediately. This is necessary, since, if you recall, Richard the Lionheart left crusading, and did not return for over two-hundred years. He appears to have died without legitimate issue, and so the current process is necessary.

MessageOOC: Candidate names only apply to the next election, they do not change the existing office holder's name. We would need to include the Emperor's name in the bill description then chase Wouter to make the change (no guaratees as he's busy with Paragon) or we elect a Viceroy with an Imperial sounding name (William III, Richard II, etc) by backing the same party, all choosing appropriate candidates, or whatever, and then change the organisation of the executive and titles after that election.
