Description[?]:

We, the Federal Parliament of the Federated States of Rutania, do hereby resolve that no Civil Guard may be established save in case of war or threat of war, that freelance paramilitary or other militant organisation are illegal, and that a Civil Guard may only be established by the Federal Government, or by the State Governments for the defence of their respective State. Nothing in this Act shall preclude the existence within the Armed Forces of a reserve in the form of a Territorial Army.

MessageAgainst. Im all against paramilitary invasions but we should have a standing Territorial Army (state run) in order to defend our nation. It's much better to have a TA which is trained before there is actually a war rather than going into battle with no idea what to expect and no idea how to use their weapon (especially after you banned guns). I'd suggest:

"We, the Federal Parliament of the Federated States of Rutania, do hereby resolve that no freelance paramilitary or other militant organisation may be established and that a Civil Guard may only be established by the Federal Government, or by the State Governments for the defence of their respective State with the permission of the Federal Government."

MessageI didn't think the current wording precluded the existance of a reserve or Territorial Army which could be mobilised in cases of an emergency or natural disasters and such. But you do have a good point, it can indeed be interpreted in that way, that's why I added "Nothing in this Act shall preclude the existence within the Armed Forces of a reserve in the form of a Territorial Army."

MessageA Civil Guard is essentially not a reserve, it's just a band of citizens with no or very little experience who take up arms to aid in the defence of the nation. A Territorial Army is a reserve composed of citizens, volunteers, who have received training and who now how to deal with emergency situations.
