| Henceforth it shall be known that the ENSLAVEMENT of a fellow human being is a reprehensible act, outlawed throughout Deltarian lands, and to capture, keep, traffick in, or otherwise profit from the foul act of SLAVERY shall be a capital crime and punishable by DEATH. SLAVERY shall be henceforth be defined as OWNERSHIP over a human being, and shall be set apart from the institution of SERFDOM in that a SLAVE is considered the PROPERTY of their OWNER, whilst a SERF is under the PROTECTION of their LORD To further differentiate a SLAVE and a SERF, the following UNABRIDGABLE RIGHTS OF MANKIND shall be enacted for the protection of the health and happiness of all SERFS. ---------------------------------------------------------------------------------------------- #1. On Marriage A serf shall have the unobstructed right to choose their own wife. No noble lord, up to and including the Czar himself, may attempt to refuse the union of two serfs, provided they are of opposite gender and of similar racial blood. No noble lord, up to and including the Czar himself, may attempt to enforce a union of two serfs of their choosing, against the will of the serfs in question. No serf may be punished for excercising their right to marital choice. #2. On Reproduction A serf family shall bear offspring at their own discretion. No noble lord, up to and including the Czar himself, may forbid a serf family from reproducing, even in times of great famine, drought or war. Likewise, no noble lord, up to and including the Czar himself, may demand a serf family reproduce in greater numbers than they already are. The reproduction rates amongst specific serf families shall not be micromanaged by noble lords in any way. Issues rising over serf women who are BARREN shall be the sole jurisdiction of the Terran Catholic Church, who shall make the neccessary rituals and exorcisms, and shall be no business of the noble lord of the realm. #3. On Relocation A serf family has the right to move from one fief to another at their own discretion, and at the discretion of the noble lord responsible for the lands they wish to move into. No noble lord, up to and including the Czar himself, may forbid a serf and his family from leaving his fief, nor may he manufacture undue financial hardships on said serf in an attempt to prevent his departure. Likewise, no noble lord, up to and including the Czar himself, may demand the exodus of a serf and his family from his fief without due cause. #4. On Discipline In the punishment of acts of petty insolence, a good noble lord will act firmly, but restrained. It shall be at the discretion of the noble lord who has been slighted as to the extent of the punishment, but it must be applied summarily and by his own hand. No noble lord, up to and including the Czar himself, may order the hanging or torture of a serf for petty insolence, nor may he order the beating of said serf to be carried out by his Huskarle. No noble lord may defer a beating for petty insolence to a later date, it must be administered immediately, and in full. No matter the nature of the offence, all damages inflicted must be paid in full by the noble lord unto the family of the serf, and coin shall be given to the value of the work prevented by the beating. A partial harvest failure due to a broken bone of the hand shall be reimbursed by the noble lord, as shall the value of a lifetime of labour and potential offspring in the event of an beating leading to death. For these reasons, it shall behoove a noble lord to act with restraint when administering beatings to insolent peasants. ---------------------------------------------------------------------------------------------- Furthermore, to protect lawful MERCHANTS and SLAVERS from undue financial strain, the following shall be passed along with abolition. The legal classification of HUMAN BEING shall be amended to include only HOMO SAPIEN SAPIENS of the HOMO genus. All other living SPECIES of HOMO, namely HOMO NIGIRIS and HOMO SEXUALS shall be considered DOMESTICATED ANIMALS, and the ownership over them must be registered with the local authorities for taxation purposes. Those SPECIES of HOMO presumed to be extinct, such as the HOMO HABILIS and the HOMO ERECTUS shall be considered ENDANGERED ANIMALS in the event that they are discovered, and ownership of them shall be regulated by the appropriate laws. |
