| Health and safety laws should be downloaded to local governments. Such laws discourage investment, while also accomplishing valid and defensible objectives (ie. preventing workplace injury). Because of differences in the strength of regional economies, there may be tradeoffs - Antepec may be willing to risk more injury because of a desperate need to encourage industries to move in. Ferene may be able to take the financial hit and better protect its workers. |
