While we have the right to develop our own nuclear weapons, there has not been a strict program for that development. We propose a multi stage plan to ensure that Mordusian is truly capable of defending itself in case of attack.

Our program calls for the construction of a collection of an assortment of weapons to adapt to different events.

The objective is to build in the next 20 years:

3 strategical Staged Radiation Implosion Weapons (fission-fusion) made from deuterium and u-235 as the fission mechanism. Relatively clean, with a expected yield of 5Mtons.

20 Tactical fission weapons for use in battlefield and blue water operations, made from a combination of U-235 or P-238, whichever combination turns easier to fabricate in large scales. They are originally planned as Neutron weapons for maximum battlefield casualties. Expected yield 50Ktons.

5 Dirty Bombs. Surrounded by Ta-182, these dirty bombs have the intention of blocking routes of movement of enemy armies by contaminating specific areas of regions with radioactive fallout. These should be small, with a expected yield of 5Ktons or variying according to need.

Proposed stages:

Construction of a plant for the production of enriched Uranium (U-235), in the province of Hosamia. We are planning on using a Gas Centrifuge Separation plant with an output of 6 kg-SWU/yr. We will construct 3 Separate Work Units for a total output of 18kg/year. The budget for this plant is planned around $500million with a maintenance budget of $50million per year.

Nuclear reactor for commercial uses in the province of Talasor, as a biproduct it will create P-239. Depending of the yield of this reactor and the enrichment of the isotope, we can expand it and use our main plant to process solely plutonium instead of uranium. The cost of this reactor is budgeted at $50millions and an operating cost of $10million per year.

A Heavy Water Plant for the creation of Deuterium, using a Dual temperature chemical separation process for the earlier phases, and Electrolysis for the later phase of the enrichment process. The plant will have a budgeted cost of $75million for construction and $5million of maintenance per year.

It is expected that these plants will be constructed in 6 years, and will be fully operational in 10.


Simultaneously, we must develop a triggering mechanism for the nuclear weapon, for which facilities must be built in Horasamia. The expected annual budget should be $200million until a satisfactory triggering mechanism is developed.

Note that this does not include the delivery mechanism, however Medium range missiles can be purchased with relative ease after the weapons have been developed.

We await any suggestions that you may have to our project.

MessageYou're proposing some interesting ideas. I'm in favour of the fission-fusion devices. The cobalt bombs, I'm not overly in favour of. Your research is quite good, however, cobalt-59 is stable. If you want a radioactive isotope, it depends on the half-life you want from it. Cobalt 60 has the longest half-life, a bit over 5 years. I also don't particularly like the idea of a weapon specifically to disburse radiation and nothing else.

MessageYou are right, it is Cobalt 60 the one that should be used.
Also that reminds me, maybe 5 years of expected fallout maybe too long, we could salt it with Gold or Zinc for smaller fallout periods.

In this respect I couldnt find adequate information, it says that Gold is used for fallout of only days, however the half-life of AU-198 is 2.697 days. Its days I know, but too many, perhaps someone has a more exact time frame for the expected fallout?`.

Btw, the tactical nuclear weapons were supposed to be High Radiation Neutron Bombs, since personal in heavily armored vehicles usually tend to survive nuclear blasts relatively near. However, if many people disagree with it, we will switch to standard tactical fission bombs.

MessageI would like to see provisions made towards our biological weapons research. Correctly tailored biological weapons have none of the environmental effects of nuclear weapons and are more useful in tandem with regular armed forces.

MessageI changed to Tantalum 182 which has a half life of 112 days.

Ok, Im moving this to a vote because of the news of a possible agression from our neighbor Rildanor. I would prefer if this bill has very strong support since we are going to need to maintain the budget for 20 years for it to work.

I have some plans for biological weapons, but I wanteed to clear one by one first.

MessageReport July 2102:

Luckily on 2091, we were able to find an Carnotite mine in the province of Hosamia. Because the concentration of Uranium in these ores is not too rich, we were forced to build an extraction plant for a cost of additional $50million Rupees. This mine will hopefully be able to provide us with enough uranium for the next 50 years.

Because of the risk of interception and since we needed to keep this project secret from other countries, we were forced to import all parts through our ports in Sammodra. That means that we had to transport our materials all the way from Sammodra to Hosamia and Adubura increasing the construction costs.

Our plant for enriched Uranium has been built with little delay. At the moment, the 2nd Work Unit has began working and is expected to produce 3.5kg this year. So far we have around 23kg of enriched Uranium accumulated with a purity of 85%. While Uranium purity is acceptable, it is not as expect, so discussions are being done on whether we should add more purification phases to increase its percentage.

Our trigger mechanism for the fission weapons is hopefully complete.

Our plutonium production has been on the other hand too inestable and unpredictable. While we have been able to collect a decent amount of plutonium. most of it has been spent creating a plutonium sphere which so far has had gross imperfections. We are considering whether to scrap the plutonium program or keep with it.

The fussion bomb design is still very far away, at least another 5 years will be required before we can test our first fussion device.


We will be using most of our Uranium stocks to detonate a 20kg fission bomb with Berilium reflectors. The bomb will be detonated in an abandoned copper mine. To avoid warning everyone off, we will inform that there was an accidental cave in, and that in the future we will be an stage closing of the rest of the mine, so they should expect more explosions in the following years.

MessageReport November 2116:

As of November 2116 I wish to announce that our nuclear program is complete. All our nuclear product development facilities are completed and have an acceptable output.

At the moment we have
2 strategic u-235 weapons with a yield of 4Mtons.

12 tactical fission u-235 weapons with a yield of 62ktons

3 dirty Bombs with a yield of 6ktons, on average they will block the passing of unprotected humans and equipment for 3 months. The territory will be uninhabitable for an undetermined amount of time. (In our test the area is still not same for living so far 4 years).

Our plutonium plant is still functioning however we are not using any plutonium for our weapons. The plant is kept just in case.

In our Uranium production plant, we have an average output of 20g a year with a purity of 90%, this greater purity allows us to use smaller quantities of uranium to achieve the critical mass.

With our output we are adding 3 nuclear weapons every 2 years until we reach our desired goal. Afterward we will store our nuclear material for emergency situations.

A delivery device has not been decided yet, so far the only way to transport and use the weapons is by airplane. Missiles should be purchased to allow us to strike with less danger of loosing our precious weapons.

We have acomplished our goals and have a good reserve of enriched uranium (about 400kgs) to create more bombs and replace those that must be disused.

The yield of our weapons varies as we have been increasing their efficiency over the time. But in average they approach the proposed values.

So we have 3 strategic nuclear bombs.
20 tactical nuclear bombs
5 dirty bombs.
