Description[?]:

The suggestion that Hutori use chemical and biological weapons in aggression, when not a single square foot of Hutori soil has fallen to an enemy, is horrifying. Don't let it come to this! Sensible Parity begs parliamenty to pass a law preventing madness.

ARTICLE I

Hutori will not use nuclear, chemical or biological weapons in the current conflict with the Union of Macon unless Union armies threaten Hutori itself. This means a large invasion of Hutori, or credible threats to use NBC weapons themselves.

ARTICLE II

No nuclear, chemical or biological weapons may be used in any case in the current conflict with the Union of Macon unless given the express permission of Parliament.

ARTICLE III

Physical measures (control of launch codes, etc) shall be taken to ensure that Hutori's NBC arsenal cannot be used in the current conflict except in accordance with this bill. This is to prevent a military official from taking matters into their own hands, as happened recently with the former Admiral of the Navy.

This bill maintains our NBC deterrent, but puts measures in place to stop things from getting out of control. Please, act now before someone gives in to utter madness.
