Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

The Moderate Leftist Party refer to the proposal defeated in July 208, http://82.238.75.178:8085/particracy/main/viewbill.php?billid=9938, De-Centralisation by the Equitista party.

We note that our negative vote then was not because of the proposal to change the captial, but because of the suggested changes to the motto, flag, sport and anthem.

Should this bill pass, the national government shall rotate between already-built infrastructures in each of the five states, once every electoral term, even if early elections are scheduled. As the current capital, Port Andalay, is not a state capital, it shall serve as capital after each of the five state capitals, as per the Naming Things bill passed in October 2071 proposed by the CNT/AFL, have served.

This shall be the order every electoral term, beginning with the first election after the bill's passage: Daro (Kregon), Jorka (Golavia), Orean (Andalay), Ficklesbourg (Rapula), November City (Norvastan), Port Andalay (Andalay).

MessageThe infrastructure in each of these cities supports the local government. They do not have the infrastructure to support both local and national legislative bodies and the Head of State other than in Port Andalay. It is not our accountants and chartered surveyors that need refresher courses.

MessageThe Head of State has a diplomatic role and has to receive foreign dignatories. The Head of State also has an executive role and has to authorise laws. So thus all the paraphanelia required for receiving of demanding foreign trade delegations has to be present at the same location as the legislature.

We would prefer to be able to spend a year in this city, a year in that one. But not at such enormous expense to our people.

MessageThe Head of State can fulfil his entirely ceremonial "receptions" ( even though he has no constitutional or legislative authority to receive dignatories of any sort ) in a caravan, which he could hitch to the back of his own car.

We probably ought to stump up a bit for petrol, wear and tear etc. - but tell the incompetent old duffer to steer clear of foreign dignatories and trade delegations, we have ministers for that. He should feel free to meet and greet as many of the incoming refugees as he wishes. But NO champagne etc from the Government reception budget or we'll take the caravan back.

As for the "executive role" we're at a loss to find this role in either the constitution of Lodamun or legislation. Can he quote the relevant clause please?

And no, he doesn't "authorise laws", Parliament does that. He can dress up in a black uniform with silver piping when he is off duty ie, weekends, week days, holidays, banks holiday, mornings, afternoons, evenings, night etc but he shouldn't try to bring it to work - the refugees won't like it.

MessageEquitista obviously lives and works in a different country. They would of course, have no idea of the duties of the head of state as the people have never trusted them with the position.

We also suggest that Equitista learns to read, as the executive role is clearly stated in the constitution.

As to the private fetiches of the Head of State, we feel these or of no interest to Equitista.

I can read this, which I presume is what you are claiming as a clear statement of the executive role.

This says what the title of the Head of State will be. It doesn't say what the role is. It does not give the post any powers, any authority to suspend Parliament, dissolve Parliament, issue statements on behalf of the Government, the Parliament or the people, hold any kind of receptions for anyone, these are merely powerplays by ASP incumbents attempting to act well beyond their remit.

Role = what something does

MessageYes. The Head of State of the Independent Republic of Lodamun is defined under the Executive Branch and, according to the Constitution, has absolute authority to be known as the "President-Councillor". I agree.
