Far too often, children living in broken homes cannot be monitored by the state. By instituting a parenting test before child-birth, a number of positive things can take place. Firstly, in studying for the test, parents may learn more than they would otherwise. Secondly, such a test will provide a flag, warning that the parents in question may be less-than-ideal. Child-care workers can investigate such families, to make sure that children are not being abused or neglected by their parents. |
