Bill: Executive and Legislative Reform Act

Details

Submitted by[?]: Fair Capitalism Party

Status[?]: defeated

Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Voting deadline: December 2422

Description[?]:

These measures are only preliminary, and should be subject to scrutiny and change to see that the will of the majority is honoured.

We believe it is vital to represent the true place of elected officials in Aloria: not as supreme dictators but as civil servants charged with legislating and exercising Executive powers. We also believe separation of the HoG and HoS will help spread power and avoid tyrannous rule by any single official. The reduction in size of the NA also reflects the reduction in its responsibilities and reduced costs.

a) Heads of Regional Governments across Aloria shall adopt the names "First Legislative Officer for " followed by the name of the region over which they have jurisdiction
b) Regional Governments across Aloria shall adopt the name "Regional Legislative Body for " followed by the name of the region over which they have jurisdiction

MessageWhat's wrong with the old names? Subnational Legislative Entity just sounds akward.

MessageYes, we don't really like that one: state or region should do just fine. But the new names reflect the nature of the government of Aloria, with less influence in people's lives; Supreme Governor makes the HoS sound like some totalitarian dictator.

MessageOppose. Again, another unnecessary, shortsighted bill introduced by the FCP. Yawn.

MessageWe support this as a measure to ensure checks in balances in our democratic government. Too bad the MLP appears apathetic when it comes to supporting democracy.

MessageWe support this bill in principle, but we would be more satisfied if the new names were more creative. Surely we can come up with titles for our head of state and head of government more fitting than "Head Legislative Officer" and "Head Executive Officer." While the word Supreme would certainly not apply to those positions if the other constitutional amendments were passed, something such as "First Citizen" or "Prime Minister" would be preferable.

MessageAh, but we think that sets them too far ahead of other citizens: we want to put across that their role is far more adminstrative that it once was.

MessageThe only things bloated in the D.R.A. these days are the ego, dead ideas and hot-air pouring out of the FCP and its legislation proposals.

MessageNo, we'd say 600 MNAs when there could be 300 is pretty bad. Your claims that it isn't are the hot air.

MessageHere's another shot of math knowledge for you folks at the FCP: We have 600 reps. in parliament and nearly 107,000,000 citizens. That means each member of parliament represents roughly 178,333 citizens currently. With 300 that doubles to 1 rep. for 356,666 citizens. Gee, that sounds democratic. How can a rep. effectively and properly represent more than a quarter of a million people? This bill isn't about bloat; it's about democratic representation, plain and simple. You want to take this away? Here's a suggestion: cut bloat by proposing a resolution for a part-time legislature. Don't cut the # of reps. and deprive the people of their voice in Aloria's government.

MessageBut with devolution and the removal of the government from people's lives, surely a reduction makes sense?

Date17:12:43, May 26, 2007 CET
From Moderate Libertarian Party (NoCoalition)
ToDebating the Executive and Legislative Reform Act
MessageRemoving government (licenses, regulations, taxes, etc.) doesn't mean removing representation especially in a democratic society. Again, call for a part-time, 600-seat legislature. This will reduce legislature pay and operation cost while maintaining proper elected representation for the citizenry.

Date18:55:59, May 26, 2007 CET
From Fair Capitalism Party
ToDebating the Executive and Legislative Reform Act
MessageA part time parliament would just lie idle for most of the time, and would potentially not be there for Aloria at times of crisis. We would much prefer a reduction, but will remove that article should the MLP approve.

Date08:53:23, May 28, 2007 CET
From Moderate Libertarian Party (NoCoalition)
ToDebating the Executive and Legislative Reform Act
MessagePart-time legislatures go home after session so there is no laying idle. They meet only a few months per year and not year-round as our presently does. It would reduce cost and overeaching governance.

MessageAh, new self-annointed titles for our Fuher...er, Executive Branch. We have better things to do then re-label the doors on your office, stationary and business cards, Mr. Irvine. Do that with your own personal time and money; you're on the clock here in Aloria and we have real issues like budgets and policies to deal with.

Random fact: Cultural Protocol bills must provide a real-life equivalent or short description for the ethnic groups, languages and religions contained in them, such that it would be easy for an unfamiliar player to understand (e.g. "Dundorfian = German"). Where appropriate, they should also provide guidance to players on where to find help with translations and character names. This might include, for example, links to Google Translate, Behind the Name's Random Name Generator and Fantasy Name Generators.
