Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Current, almost 34 billion Dolgar budget deficit is outright dangerous for welfare of this fine nation, now and especially in the future. Taking out foreign loans for paying our over-spending makes Dorvik more & more dependent from foreign countries and their political & economic interests, and each year we have less and less money available for other uses as the loan interest takes its share from the budget as well. That is why the Ministry of Finance proposes following necessary budget cuts:

* 3 billion from Ministry of Foreign Affairs. Lower level of foreign aid, closing down inactive & small embassies and outsourcing household services in them (like cleaners, cooks, repair men etc.)

* 5 billion from Ministry of Defence. Cutting down nation's nuclear arm and freezing all new weapon investments for next five years.

* 500 million from Ministry of Internal Affairs. Cutting down police administration & concentrating efforts on field, no new equipment investments for next four years.

* 500 million from Ministry of Finance. Cutting down foreign investments & subsidies for major enterprises.

* 2 billion from Ministry of Justice. Closing down smaller courts & concentrating law & justice services on bigger population centers.

* 5 billion from Ministry of Infrastructure & Transport. No new road or energy projects for next four years, shifting road repair responsibility for county governments, outsourcing part of services of secondary importance & cutting down bureaucracy (traffic information office, motorist help service etc).

* 10 billion from Ministry of Health & Social Services. Cutting down bureaucracy, outsourcing cleaning, clothing and food services, stricter supervision on benefits, introducing funding responsibility & supervision programs to cut down waste & corruption, reducing subsidies for private hospitals.

* 2 billion from Ministry of Education & Culture. Cutting down culture subsidies for artists, citizen associations & culture events. Privatizing part of children's day-care services.

* 2 billion from Ministry of Science & Technology. Cutting off support from unprofitable and/or ineffective projects, limited funding for new technology investments by public & private sector.

* 2 billion from Ministry of Environment & Tourism. Cutting down support for environmental citizen organizations, shifting recycling & waste responsibilities more for county governments, no new investments on tourism.

After these cuts the budget deficit is "just" 2,6 billion Dolgars which will be countered with re-introducing 4-10% tax on essential goods and possibly 1-2% tax increase on luxury goods.

MessageAlthough we do not like the idea of cutting back so much, it is, as of now, necessary to procure a balanced budget and to reduce our debts. The DLUP will support these cuts for the short term.
