MessageThis is utterly and completely insane. It is little more than incumbent protectionism, bent on keeping out new and/or dissenting voices.

MessageYes, small government is one of the major principles of the CDU. However, government is much, much more than the legislature: The Grand Majelis consumes such a small fraction of overall government spending that it might as well be an accounting error. Government meddling can be reduced in any number of arenas -- the economy, health care, energy, the environment, education -- it's silly to the point of absurdism to think that smaller government is achieved simply by lowering the number of seats elected to the Grand Majelis.

Random fact: In cases where a party has no seat, the default presumption should be that the party is able to contribute to debates in the legislature due to one of its members winning a seat at a by-election. However, players may collectively improvise arrangements of their own to provide a satisfying explanation for how parties with no seats in the legislature can speak and vote there.
