MessageWe must decline our support. Covert operations are often more effective and less expensive in terms of money and human lives on both sides than open military operations. We should reserve the right to conduct these operations. Although, we agree that we should show restraint as well.

MessageThat's a rather simplified view. I'm sure enemy and even friendly states will conduct intelligence operations in our country regardless of our policies. We need an effective intelligence agency to take preventative action.
