Bill: Chemical and Biological De-Escalation Treaty

Details

Submitted by[?]: New Democratic Party

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: October 2419

Description[?]:

When the New Democratic Party introduced the Chemical and Biological De-escalation Act legislation, several parties indicated their willingness to abolish the use of these weapons entirely. We call upon those political allies and all rational UKL parties to pass this legislation.

The following treaty, drafted by the Adam Smith Party, formerly of the United Kingdoms of Lodamun, has already been ratified by one of our neighbors, Republica Baltusia, and Axis Mundi Likatonian Res Publica, another neighbor, is currently in compliance.

It is the NDP's intention to fulfill the requirements of this treaty so that it may be ratified, setting a good example for our neighbors, and then persuade those neighbors to take the same action.

Please do not confuse these weapons with nuclear arms, which can be considered necessary for national security. The use of biological and chemical weapons (such as mustard gas, anthrax, and other dangerous chemicals or "germ warfare") threatens all of Terra; the world will be a safer place for us all when these weapons are stamped out.

MessagePlease notice that this bill still still provides the ability to research and develop biological and chemical weapons, a reasonable compromise for those disinclined to halt the use of poison gases, pathogens and biotoxins against humanity.

I have faith in the consciences of my fellow legislators. We do not need these despicable weapons to defend ourselves.

Messageonly 11 nations are in compliance, only 3 ratified. I support the spirit of this bill, but it will put Lodamun in serious danger

MessageAs we've stated, we believe that the existence and proliferation of chemical and biological weapons puts us ALL in danger.

MessageThere is no need for our kingdom to use these weapons against anyone, regardless of the circumstances. We are in support of this treaty.

We would also support the study of these weapons as a way to produce cures and antidotes.

MessageW are against unilateral disarmament. If an agreement could be reached so that all of our neighbours agreed to disarm we would be open to the prospect of reducing our capabilities, but not unilaterally.

MessageWe concur with the NMP. This is lovely and in theory we are for it. However, the world can be a cruel place. By publically announcing we won't pursue chemical and biological weapons, we weaken our international stance. We must appear strong to potential enemies.

MessageHow do you mean "pursue?" We CAN research and develop this weaponry according to the treaty.

We are just surprised at the Free Lodamun's about face on this issue since the debate.

MessageWho here will list a situation in which they would use poisonous nerve gas or engineered diseases against another human population? We have nuclear capabilities; we do not need to fear appearing weak. Before voting, take a moment to research the effects of this weaponry, and then list the situation that would necessitate the use of it.

MessageLet us clarify, Free Lodamun's policy has not changed: Lodamun's security is our top priority. Of course chemical and biological weapons are evil, they are designed to strike primarily civilians. However, as long as potential enemies have, stockpile and research these weapons, we must at least have stockpile to act as a deterrent.

If we destroyed our stockpile, that leaves our only retaliatory option as nuclear. Is that what anyone wants?

We will support a similar measure. Firstly, strike article 1. There is not a good option there. Include in whatever bill that does get passed that even if weapons research continues, the majority of research will be focuded on cures and defenses.

Secondly, Change article 2 to we reserve the right to retaliate if attacked. Normally, Free Lodamun cringes at such weaek stances but given our nuclear policy, we consider this to be adequate deterrant in the event on an attack.

MessageJeremiah Emrys is the man that should be dealing with this treaty. The ULP hates to teach everyone here how this, making treaties with other nations thing works, however here is a quick lesson. Instead of making, discussing, and ratifying a treaty in a countries legislature, and then going to the rest of the world and asking if they would join wiht us in the treaty we have already signed, you see what your countries beliefs are through debate and discussion in the legislative branch. If your country believes what you perceive them to believe, then you bring in the Head of Foreign Affairs, in this case, Jeremiah Ennys and ask him to set up meetings with other heads of state, or if we are lucky to gather all of a regions, or worlds major heads of stte in one place for whatever cause you are promoting. Once you do this, and all the nations agree together to work toward a common goal such as de-escalation of biological and chemical weapons, you come back to your legislature with a signed treaty, and you work out the budget details as to how exactly you will do this. Takes big breath and sighs. I hope this small politics lesson will help curb this recent desire to ratify treaties that no other countries are even aware of.
