MessageThis bill is necessary so that Gaduridos can afford to engage in military conflicts to support a policy of permanent revolution.

As a bonus we're including a small deficit to stimulate the economy after the damage capitalism will have done to it. Once tax revenue catches up with spending we will be able to pay it off.
